I will go with Ramesh' point. The ICC, usually impose penalties on the Captains for the Slow Over-rate by fines, match bans, reduction of match-points. May b, the reduction of overs had been withdrawn by the ICC. Also, Dhoni had been banned for the next two ODIs.
