Please help, my room mates cat will not stop peeing everywhere!!!!?

It is a neutered male. He pisses on the couch non stop. He has a huge litter box that he and 3 other cats share plus a smaller one. I will wash the couch cushions and not 20 mins after putting them back on he pissed on them again. This morning I woke up to piss on the counter, my daughters blanket, in the closet on cloths that fall down from the hangers, even in the sink and he will even piss on the towels. I can not tell her to get rid of the cat because she loves him to much but this is just to damn much. Is there anything we can do to make him start peeing in the litter box?
